In the interest of keeping the community informed, please see below for a brief review of a few items on the upcoming Newport-Mesa Unified School District (NMUSD) Board Meeting.

14.a. Report on Current Career Technical Education Pathways - The Office of College and Career Education will report on the overall progress of our Career Technical Education Pathways including Highlights of Pathway Growth, Current and Future Funding Sources, Industry Partnerships, Articulation with Community Colleges, Curriculum Integration, Course Development Certifications, Career Technical Student Organizations (CTSOs) and Career Technical Education Data.

19.b. Receive the Newport-Mesa Federation of Teachers' Initial Proposal to the Newport-Mesa Unified School District for Negotiations Commencing 2019-2020 -  The current Collective Bargaining Agreement between the NMUSD and NMFT shall remain in effect and full force until June 30, 2020. Article 1.4.1 states, "During 2018-19 and 2019-20 negotiations, the parties may each open two (2) articles of their choice in addition to Article 12 Salaries and Article 13/16 Health and Welfare Benefits/Retiree Benefits." Consistent with legislative mandates, the following is NMFT's initial proposal for reopener negotiations:

  • Article 8.  Class Size: NMFT proposes language to clarify class sizes for teachers and caseloads for certificated specialists and support providers
  • Article 10.  Traveling Teachers/Specialist Assignments: NMFT proposes language to clarify the working conditions of traveling teachers and specialists
  • Additionally, NMFT will negotiate Article 12.  Salaries, Article 13.  Health and Welfare Benefits and Article 16.  Retirement Benefits consistent with the provisions contained in Article 1 of the collective bargaining agreement
  • The Federation proposes to maintain the language of the remaining articles of the current collective bargaining agreement that are not specifically addressed in this public notice
  • The Federation reserves the right to add, modify, delete, or otherwise change proposals to the articles listed above, during the course of negotiations consistent with the requirements of the Government Code section 3547(e).

19.d. Approve Newport-Mesa Unified School District's Initial Proposal to the Newport-Mesa Federation of Teachers for Negotiations Commencing 2019-2020 - There is currently a Collective Bargaining Agreement in place for 2017-2020 between NMUSD and NMFT. The initial proposal to NMFT is for negotiations regarding reopeners to the 2017-2020 NMUSD-NMFT Collective Bargaining Agreement. The District's initial proposal to NMFT for 2019-2020 addresses the following articles:

  • Article 3.    Days and Hours of Employment
  • Article 6.    Evaluation
  • Article 12.  Salaries
  • Article 13.  Health and Welfare Benefits
  • Article 16.  Retirement Benefits

The District reserves the right to make additional proposals at any time during the bargaining process for Articles referenced, including but not limited to responses to proposals made by NMFT.

Board Meeting Overview

Board meetings are where elected officials conduct the business of the school district. Agendas for regular meetings of the NMUSD typically consist of a closed session and an open session.

  • Closed session agenda items are confidential and cannot be shared with the public. If the board agenda contains a closed session, the topics will be routinely related to confidential employee or student issues and/or pending litigation. The Board may also discuss various negotiations with its chief negotiator in a closed session.

  • Open session items are non-confidential agenda items in which the board conducts its business in view of the public. Open session agenda items are divided into the following sections:

  • Public comment is provided so that members of the community can speak to the Board. If a speaker addresses an issue that is not on the agenda, the Board is restricted from responding to the speaker. If a speaker addresses an issue that is on the agenda, the Board may respond when the agenda item is scheduled to be addressed in the agenda. The purpose of the open meeting law, commonly referred to as the Brown Act, guarantees that public organizations will only make decisions or address issues that have been publicly posted. Public comments on non-agenda items do not meet this threshold.

  • Presentation is an item that is being presented to the Board or from the Board.  Examples include presentation of a check or proclamation to the Board, or the Board presenting a Distinguished Service Award to a staff member.

  • Report is a verbal communication from staff on a topic of interest to the Board.

  • Public hearing is an opportunity for the Board to receive public opinion on the specific public hearing topic and not intended as a public dialogue.

  • Consent calendar items are routine items of business that occur on a regular basis. The board will approve the consent calendar in one vote, unless the board pulls it for discussion. Often, consent calendar items are related to contract renewals, construction change orders, purchase of previously approved instructional materials, supplies and routine approvals required by state law.

  • Discussion/action calendar items are publicly approved separately. Items in this category are new items that have not been previously approved, require a policy change, or are related to compensation changes for all employees.
